Job Description:
Representative Tasks:

  • Operation and monitoring of multiple-fuel water-tube or fire-tube boilers and associated auxiliary equipment to provide steam or high-temperature hot water for building heat, sterilization, and other facility needs. Starting, regulating, and securing boilers; adjusting combustion controls; shifting between natural gas and fuel oil as required; and maintaining proper steam pressure and temperature. Testing boiler water samples, performing chemical treatment, and documenting test results to protect equipment and ensure safe, efficient operation. Performance of routine operational maintenance (e.g., on valves, pumps, burners, feedwater systems, condensate systems, safety devices) and coordinate more extensive repairs with appropriate trades. Responding to boiler and steam system alarms, performing after-hours trouble call functions for Engineering systems when assigned, and coordination of corrective actions.

Deliverables

  • Daily boiler plant operating logs documenting pressures, temperatures, fuel usage, and equipment status. Boiler water chemistry logs and treatment records documenting test results and chemical additions. Boiler safety device test records (e.g., safety valve and interlock checks) as required by code and VA policy. Trouble call and incident reports when abnormal events or outages occur, including actions taken and recommendations. Provide minor repairs and preventive maintenance such as assisting in the installation of pumps, rearranging steam lines, valves, etc. and troubleshooting electrical systems, within the boiler plant, in gas and oil burners. Incumbent operates graphic control computer, and monitors alarms present in utility plant. Manuals, directives, regulations, and other miscellaneous guides- guide the operator. Incumbent must have ability to interpret the aforementioned and apply to all facets of the combined plant operation.

Contractor's subcontractor(s) shall be available and present at the facility during allotted shift 24 hours a day, which will be established, and may be revised, as deemed appropriate for patient care by the Chief of Facilities Management Service Line.

Quality Improvement Meetings:

The Contractor(s) shall participate in continuous quality improvement activities and meetings with committee participation as required by the VA facility Chief of Engineering in all hands employee meeting, M&O Chief of FMS, or Shop Supervisor.

Measure: Maintains Licensing, Registration, and Certification
Performance Requirement:

Updated licenses, registrations, and certifications shall be provided as they are renewed. Licensing and registration information shall be kept current for all Contractor's nonclinical trades personnel.
Standard:

All (100%) licenses, registrations, and certifications for Contractor's nonclinical trades personnel are current and provided to the VA as they are renewed. Acceptable Quality Level : 100% of licenses, registrations, and certifications for Contractor's nonclinical trades personnel are current and provided upon renewal. No acceptable deviation. Surveillance Method: Periodic Inspection or Random Sampling of licensing and certification records.

Mandatory Training Performance Requirement: Contractor shall ensure all nonclinical trades personnel complete all required VA and facility-specific training (e.g., safety, infection control, privacy, cybersecurity, asbestos/lead awareness if applicable) on time per facility policy.
Acceptable Quality Level: 1

00% completions Surveillance Method: Periodic Inspection of training records and facility learning management system reports (if applicable). Frequency : annually

Travel:

Travel if needed will utilized with Government Vehicles within the Houston area and VA personnel to accompany
Material Other Direct Costs.

Contractor will be dressed in proper uniform attire, to distinguish between staff.
License :

Personnel assigned by the Contractor to perform the services covered by this contract shall have a current license to discipline in a, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property.
All licenses held by the key personnel working on this contract shall be full and unrestricted licenses .
Contractor's subcontractor(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract.

All subcontractors must have a minimum of 5 years' experience in trade with commercial or hospital experience.

Technical Proficiency :
Personnel shall be technically proficient in the skills necessary to fulfill the government's requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the discipline and/or services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all Contractor's subcontractor(s) and Contractor's subcontractor(s) shall be responsible for abiding by the local, state, and federal codes rules, and regulations (referenced herein) that govern medical staff behavior.

Training:

(ACLS, BLS, EHR and VA MANDATORY): Personnel shall meet all VA educational requirements and mandatory course requirements; all training must be completed by the contractor's personnel as required by the VA. Other training may become required. VA will communicate any changes to the training requirement to the contractor.

STANDARD INFECTION CONTROL MEASURES (PPD, IMMUNIZATIONS, ETC.):
  • Contractor personnel shall comply with all standards for healthcare testing and immunizations applicable to VA personnel working in a healthcare environment.
